Standard of Procedure

eCitizen Onboarding for Ministries, Counties, Departments and Agencies (MCDAs)

The Ministries, Counties, Departments, and Agencies onboarding process is as outlined below:

1. Team Allocation

Each MCDA will be assigned a representative from this Directorate, and Webmasters.

2. Introduction

MCDA representatives will provide key details about their organization.

  • Full name, ministry affiliation, and contact person.
  • Contact details for follow-up and coordination.

3. List of Services Offered

All services offered by the MCDA will be reviewed and categorized.

  • Identify all services offered (free or paid).
  • Determine service digitization status (fully, partially, or not digitized).
  • Confirm if there is a Self-service Portal.

4. For MCDAs with Existing Systems

Agencies with existing systems will integrate them with eCitizen.

  • Specify whether the system is in-house or third-party.
  • Outline processes managed by the system.
  • Provide login page links, logos, and service descriptions for eCitizen dashboard integration.
  • Resources for Single Sign-On (SSO) and Pesaflow will be shared.

5. Payment System Features:

The eCitizen payment system will streamline and secure online payments.

  • Supports mobile money, debit/credit cards, and bank transfers.
  • Integrates multiple agencies and provides real-time processing with secure digital receipts.
  • Enhances transparency, accountability, and accessibility for citizens.

6. For MCDAs without Systems

Agencies without systems will document their processes for future digitization.

  • Submit forms, business process flows, and details of issued certificates or permits.
  • Identify fees, if any, and explain service delivery mechanisms (centralized or devolved).

7. Other Requirements

Additional materials will be gathered to aid integration and design.

  • Provide website details, logos, services, domain names, and other relevant materials.
  • Include details of attachments required for digitized services.

8. Expected Outcome

Each MCDA will achieve integration or have a clear roadmap for digitization.

  • For MCDAs with Systems: Update system links on the eCitizen dashboard and implement SSO and Pesaflow.
  • For MCDAs without Systems: Develop and digitize end-to-end processes, followed by testing, sign-off, and go-live.
