National Coordination Mechanism on Migration (NCM)

Background information

The National Coordination Mechanism on Migration (NCM) was established in 2016 to address fragmented migration governance in Kenya, following a 2006 African Union resolution and IGAD’s 2012 Regional Migration Policy Framework, which called for institutional coordination frameworks. A 2014 assessment, supported by IGAD and IOM, revealed significant gaps in migration coordination among Ministries, Departments, Agencies, and Counties (MDACs), prompting the creation of the NCM as a multi-agency platform. It also supports Kenya's alignment with SDG target 10.7, fostering safe, orderly, and well-managed migration. NCM’s membership includes a wide range of government entities, reflecting a whole-of-government and whole-of-society approach to managing the challenges and opportunities posed by increasing global human mobility.

Director General

Biography

Dr. Opon, currently serving as the Director General, National Coordination Mechanism on Migration (NCM) Secretariat, has 32 years work experience in Migration Governance including Immigration Management. He previously served in different capacities in the Directorate of Immigration Services including being an Immigration Attaché in Kenya Mission, Ottawa among others.

Dr. Opon's notable achievements include the establishment of the NCM Secretariat and the coordination of key initiatives such as the creation of the Kenya Institute of Migration Studies (KIMS) and the development of its Postgraduate Diploma curriculum in Migration Studies. He played a pivotal role in drafting the National Migration Policy and the National Implementation Plan for the Global Compact for Migration (GCM). Dr. Opon has also represented Kenya in numerous national, regional, and global migration governance forums. Additionally, he has contributed to academia by facilitating lectures and supervising participants at KIMS.

Dr. Opon holds a Ph.D. in Peace and Conflict Studies from Masinde Muliro University of Science and Technology (2015), an MA in International Studies from the University of Nairobi in collaboration with the National Defence College (2021), and an MA in International Relations from the University of Nairobi (2004). In addition to his academic qualifications, he has completed several professional courses, including the Strategic Leadership Development Programme (SLDP) and Senior Management Course (SMC) at the Kenya School of Government, National Security and Strategy at the National Defence College, and a Paramilitary Course at the Administration Police Training College in Nairobi, among others.
