About Us

The Directorate of eCitizen serves as the backbone of Kenya’s digital transformation agenda, providing a unified platform for citizens to access government services conveniently and efficiently. As the central authority overseeing the eCitizen portal, the Directorate ensures that the platform offers seamless, citizen-centric access to cross-agency services, aligned with the government’s vision of a fully digital, integrated service delivery model.

Launched on June 30th, 2023 by H.E the President, the Directorate is tasked with driving innovation in public service delivery by integrating services from multiple Ministries, Departments, and County Agencies (MCDAs). It focuses on enhancing user experience, fostering transparency, and building trust in digital governance, while aligning with Kenya’s long-term development goals under Vision 2030. Through its efforts, the Directorate aims to simplify government transactions, reduce bureaucracy, and promote inclusivity in public service access for all citizens.

Purpose: eCitizen embodies these ideals by offering a unified, citizen-centric portal for improved service delivery and transparency.

  • Key Laws: Governed by the Data Protection Act (2019) and ICT-related legislation.

  • Gazette Notices: Define legal operations, payment systems, and access fees for eCitizen services.
  • Oversight: Managed by the Directorate of eCitizen Services under The Ministry of Interior and National Administration.

Functions

  • To work with respective MCDAs in identifying and cataloging of their services to be on-boarded into the e-Citizen portal;
  • To facilitate the re-engineering of the e-Citizen portal to be able to accommodate the additional services;
  • To coordinate collaboration between MCDA systems developers and the e-Citizen services integrators;

Biography

Prior to his appointment, Ambassador Ochieng served as the Kenyan ambassador to Brazil. A career diplomat, he has also represented Kenya in global forums on technology, development, and governance. His extensive experience in public administration and international relations has been pivotal in advancing eCitizen's mission to improve accessibility, transparency, and efficiency. 

Under his stewardship, eCitizen has achieved significant milestones, collaborations with local and international technology leaders, and innovative approaches to enhance citizen participation. Amb. Ochieng is dedicated to a digitally empowered Kenya as outlined in the Vision 2030 blueprint.

He holds a masters degree in International Relations & Security Studies from the University of Nairobi and the National Defense College-Kenya.
