Gilbert B. Kitiyo, MBS, is a distinguished public administrator with more than three decades of service in Kenya’s National Government Administration. He holds a Master of Business Administration from Jomo Kenyatta University of Agriculture and Technology and a Bachelor’s degree from the University of Nairobi.

Throughout his career, Mr. Kitiyo has risen through the ranks of government service, earning recognition for his leadership, administrative expertise, and ability to coordinate across diverse sectors. Before his appointment as Secretary of the National Registration Bureau, he served as the Regional Commissioner for Nairobi, where he oversaw critical government operations in the capital. His career also includes notable service as County Commissioner in Kericho, Vihiga, Nakuru, Makueni, Mombasa, Marsabit, and Lamu, as well as earlier roles as Deputy County Commissioner and District Commissioner in various sub-counties across the country.

Mr. Kitiyo’s extensive experience has equipped him with exceptional skills in governance, stakeholder engagement, and policy implementation. His ability to foster collaboration among government agencies, development partners, and communities has been central to his success in public service. In recognition of his exemplary contribution to national administration, he was awarded the Moran of the Order of the Burning Spear (MBS), one of Kenya’s highest state honors.

Today, as Secretary of the National Registration Bureau, Mr. Kitiyo continues to bring strategic vision, institutional knowledge, and a results-driven approach to strengthening national registration systems and enhancing service delivery to citizens.
